КАК УПРАВЛЯТЬ ГЕНЕТИЧЕСКИМИ РЕСУРСАМИ В СЕВЕРНОМ ЛЕДОВИТОМ ОКЕАНЕ?

Рассматриваются возможные механизмы государственного управления генетическими ресурсами в Северном Ледовитом океане в общем контексте международно согласованных норм о сохранении биологического разнообразия и возрастающего внимания государств к деградации экосистем Мирового океана. Основное внимание уделено совокупному учету тех правил о морских живых ресурсах, включая генетические, которые предусмотрены в Конвенции ООН по морскому праву 1982 г., Конвенции о биологическом разнообразии 1992 г., а также в протоколах к ней 2000 и 2010 гг. В порядке долгосрочной перспективы оценивается вступление в силу Соглашения ООН о сохранении и устойчивом использовании морского биологического разнообразия районов за пределами действия национальной юрисдикции. Приводятся доводы в пользу реализации регионального или двустороннего механизма управления морскими генетическими ресурсами Арктики.
